The commission shall not require an owner of a licensed vehicle to maintain personal injury insurance coverage for the expenses specified in paragraphs (1), (2), and (3) of subdivision (a) of section 5102 of the insurance law in an amount that exceeds 200 percent of the amount of personal injury insurance coverage for such expenses required by state law. This section does not prohibit any person from voluntarily purchasing personal injury insurance coverage for a licensed vehicle in excess of such amount.
