N.Y.C. Admin. Code § 25-115: § 25-115 Pre-application process exemptions.

a. An application for changes in the zoning resolution pursuant to section 200 of the charter, other than changes in the designation of zoning districts, may be filed with the department of city planning and shall, at the applicant's election, be exempt from the pre-application requirements of chapter 10 of title 62 of the rules of the city of New York, if at least one of the applicants is a borough president, the mayor or the land use committee of the council if two-thirds of the members of such committee shall have voted to approve such filing.
