N.Y.C. Admin. Code § 28-507.12: § 28-507.12 Technical assistance and outreach.

The department of housing preservation and development shall establish a program to provide technical assistance to owners of eligible basement or cellar residences that are contained within one-family or two-family homes and conduct public education and outreach to owners of dwellings such department determines are likely to include eligible conversions.
