A Local Law to amend the charter of the city of New York in relation to guidelines for contracts for technical, consultant or personal services

Be it enacted by the Council as follows:

Section one. Declaration of Legislative intent. Annually, the city of New York executes numerous contracts with private enterprises and individuals for the provision of technical, consultant and personal services. The council of the city of New York finds that all agencies should maintain written guidelines and standards indicating under what circumstances it is proper to contract for the provision of technical, consultant and personal services. The council further finds that a requirement that agencies maintain such guidelines would facilitate proper public scrutiny and legislative review of decisions reached by these agencies and would help to ensure that the decision to enter into such contracts takes into account existing agency personnel and resources, and the need of agencies to perform efficiently and in a cost-effective manner. Further, reasonable publication of such guidelines and announcements of such proposed contracts should be timely published in the City Record.

§ 3. This local law shall take effect one hundred twenty days from the date it shall have become law.
