A Local Law in relation to the date of submission by the borough presidents of borough strategic policy statements, the dates of submission by the mayor of the preliminary strategic policy statement for the city and the final strategic policy statement for the city, the date of submission by agency heads of agency capital plant inventories, the date of submission by the mayor of maintenance estimates for all major portions of the capital plant, the date of submission by the mayor of the citywide statement of needs, the date of submission by the director of the office of management and budget and the director of the department of city planning of the draft ten-year capital strategy, and the date of submission by the city planning commission of a report on the draft ten-year capital strategy, relating to calendar years nineteen hundred ninety and ninety-one
Be it enacted by the Council as follows:
Section 1 . During the calendar years 1990 and 1991:
1. Notwithstanding any inconsistent provisions of subdivision 14 of section 82 of the New York city charter, as added by vote of the electors on November 7, 1989, each borough president shall pursuant to such subdivision submit a strategic policy statement for his or her borough as described therein on or before November 1, 1990.
2. Notwithstanding any inconsistent provisions of section 17 of such charter, as added by vote of the electors on November 7, 1989, the mayor shall pursuant to such section submit a preliminary strategic policy statement for the city as described therein on or before January 15, 1991, and a final strategic policy statement for the city as described therein on or before April 1, 1991.
3. Notwithstanding any inconsistent provisions of subdivision c of section 1110-a of such charter, as added by vote of the electors on November 8, 1988, the head of each agency shall pursuant to such subdivision submit to the mayor an agency capital plant inventory as described therein not later than November 1, 1990.
4. Notwithstanding any inconsistent provisions of subdivision f of section 1110-a of such charter, as added by vote of the electors on November 8, 1988, the mayor shall pursuant to such subdivision transmit maintenance estimates for all major portions of the capital plant as described therein not later than November 1, 1990.
5. Notwithstanding any inconsistent provisions of section 204 of such charter, as added by vote of the electors on November 7, 1989, the mayor shall pursuant to such section submit a citywide statement of needs as described therein not later than December 5, 1990.
6. Notwithstanding any inconsistent provisions of section 228 of such charter, as added by vote of the electors on November 7, 1989, the director of the office of management and budget and the director of the department of city planning shall pursuant to such section submit the draft ten-year capital strategy as described therein not later than December 15, 1990.
7. Notwithstanding any inconsistent provisions of section 234 of such charter, as added by vote of the electors on November 7, 1989, the city planning commission shall pursuant to such section submit a report on the draft ten-year capital strategy as described therein not later than February 28, 1991.
§ 2. 'This local law shall take effect immediately.
