Ohio Rev. Code § 4909.193: Rate case application review deadline.

(A) The public utilities commission shall determine whether an application for an increase filed under section 4909.18 of the Revised Code is complete not more than forty-five days after the application is filed. If the commission does not issue a determination within the time period required by this section, the application shall be deemed complete by operation of law.

(B) For purposes of section 4909.421 of the Revised Code, the date of the commission order determining that the application is complete, or the date the application is deemed complete by operation of law, shall be deemed to be the date of the filing of the application.
