Okla. Stat. tit. 11, § 11-14-102: Ordinances - Procedure governing passage

All proposed ordinances of a municipality shall be considered at

a public meeting of the council or board of trustees. A vote of a

majority of all the members of the council or board of trustees

shall be required for the final passage of an ordinance.
