Okla. Stat. tit. 11, § 11-23-109: Ordinance to establish employee benefit program

The municipal governing body may enact an ordinance for the

establishment of an employee benefit program to encourage

outstanding performance in the workplace. The ordinance shall

provide for the expenditure of funds for the purchase of recognition

awards for presentation to an employee or members of a work unit.
