Okla. Stat. tit. 4, § 4-400: Interpretation and construction of law

This act shall be so interpreted and construed as to effect its

general purpose to make available to qualified institutions for the

purpose of scientific investigation, experiment or instruction

unclaimed and unredeemed animals impounded in dog pounds.
