Okla. Stat. tit. 44, § 44-233.11: Contracts for professional services

The Oklahoma Military Department is hereby authorized to enter

into agreements and contracts with licensed individuals,

partnerships, corporations or firms for professional services for

the development of designs, plans, and specifications, and further,

the construction, renovation, and remodeling of buildings,

structures, or equipment deemed necessary and appropriate by the

Adjutant General.
