Okla. Stat. tit. 62, § 62-139.42: The State Emergency Fund

There is hereby created in the State Treasury a special cash

fund to be known as "The State Emergency Fund", which fund shall be

composed of such money as may be transferred or appropriated thereto

by the Legislature. Said fund shall be a continuing fund not

subject to fiscal year limitations and shall be disbursed and

expended as hereinafter provided.
