Okla. Stat. tit. 62, § 62-179: Use of fund - Consent of Governor

The said fund shall be available for the purchase of materials,

equipment, buildings and appurtenances, and may be expended for all

other purposes which may be proper and necessary in the conduct of

all or any of the business enterprises, occupations and undertakings

set out in the preceding section of this Act, or that may be now or

hereafter authorized by law; Provided, that with the consent of the

Governor given in writing, the said fund may be used for any legal

and proper purpose, in case of actual emergency.
