Okla. Stat. tit. 62, § 62-34.34: Preparation of budget by Director of Office of

Management and Enterprise Services.

It shall be the duty of the Director of the Office of Management

and Enterprise Services, after making a complete detailed study of

each state agency, to prepare the budget under the supervision and

direction of the Governor.
