Okla. Stat. tit. 63, § 63-2419: Collection of revenues to cease under certain conditions

If the revenues collected under this act exceed the costs of

operating the program provided for in this act, and if such excess

at any time equals the three-year average of expenditures under this

act then such collections shall cease until one half of such surplus

has been exhausted.
