Okla. Stat. tit. 69, § 69-231: Project

An undertaking by the State Highway Commission, governing body

or other governmental instrumentality for highway construction,

including preliminary engineering, acquisition of right-of-way and

actual construction, or for highway planning and research, or for

any other work or activity to carry out the provisions of the

federal law for the administration of federal aid for highways.
