Competitive basis.

Funds appropriated to the State Board of Education for the Arts-

in-Education program shall be awarded on a competitive basis to

nonprofit organizations for programs serving schools identified by

the State Board of Education, pursuant to Section 1210.541 of this

title, as in need of improvement.
