Okla. Stat. tit. 70, § 70-626.10: Legislative intent - Funding

It is the intent of the Oklahoma Legislature that the provisions

of this act become effective only after funding for this purpose has

been provided through special appropriations, or funding is

otherwise provided by gifts or grants for this purpose or both.
