Okla. Stat. tit. 72, § 72-50.23: Design - Payment of cost

The Governor shall fix, or cause to be fixed, the character and

design of the medal herein referred to; provided any such design

shall include the words stamped or raised thereon, "Oklahoma Cross

of Valor"; provided further, the Governor is hereby authorized to

expend, from the Governor's contingency fund, any monies for the

cost of said medals or badges.
