Okla. Stat. tit. 74, § 74-2262: Mortgages and encumbrances not authorized

Nothing in this act shall be construed to authorize the

Commission to mortgage or otherwise encumber any of its property of

any kind, except that the revenues thereof may be pledged as herein

provided.
