Okla. Stat. tit. 75, § 75-26: Emergency laws - Binder for public examination - Duty of

court clerks.

Immediately upon receipt from the Secretary of State of the acts

and resolutions referred to in Section 1 hereof, it shall be the

duty of the court clerk of each county to place the same in a

binder, which shall be available for examination by the public.
