Okla. Stat. tit. 82, § 82-526.3: Approval by Texas and New Mexico - Consent of Congress

The ratification and approval of said Compact by this state

shall not be binding or obligatory until it shall have been likewise

approved by the Legislature of the State of Texas and the

Legislature of the State of New Mexico and consented to by the

Congress of the United States of America.
