11 Pa.C.S. § 12824: Assessment awards.

In proceedings to assess damages and benefits, one of the following shall be awarded to or assessed against the owner of land and affected property:
(1) The excess of damages over benefits.
(2) The excess of benefits over damages.
(3) Nothing, if the benefits and damages are equal.
