R.I. Gen. Laws § 27-20.6-6: Rules and regulations.

The director of the department of business regulation shall promulgate rules and regulations, using the National Association of Insurance Commissioners (NAIC) coordination of benefits model regulations as a guideline, that shall address: (1) The necessity or reasonableness, or both, of administrative penalties by entities subject to this chapter; (2) Other procedures that may be necessary to carry out the provisions of this chapter.
