R.I. Gen. Laws § 27-33-11: Rules and regulations.

The director of business regulation may issue rules, regulations, and orders necessary to carry out the purposes of this chapter. The director is specifically empowered to require that basic property insurance as defined in § 27-33-10 and any other insurance that may be required or suggested by the federal insurance administrator for inclusion be made available under the FAIR plan. Any regulation requiring coverage described in this section that has been promulgated by the insurance commissioner is ratified and confirmed.
