R.I. Gen. Laws § 35-23-14: Duties of the office of the general treasurer.

The office of the general treasurer, commission, and the program administrator and staff, including, contract administrators and consultants, shall discharge their duties as fiduciaries with respect to the program for the exclusive purposes of providing benefits to program participants and defraying reasonable expenses of administering the program.
