R.I. Gen. Laws § 42-37-2: Alternate administrator.

The superintendent of state police is authorized to designate an alternate to serve in the superintendent’s place and stead on the New England State Police Administrators Conference as permitted by article III of the compact. However, it is the intention of the legislature that such superintendent of state police shall attend and participate in the work of the conference in person to the maximum extent practicable.
