R.I. Gen. Laws § 42-56-6: Management of institutions.

The director, or the director’s designee, shall have the management, supervision, and control of the adult correctional institutions. The department or the appropriate division of the department also shall operate and repair the buildings, grounds, and other physical property at those institutions.
