R.I. Gen. Laws § 42-64.19-10: Rules and regulations.

The executive office of commerce shall be deemed an agency for purposes of § 42-35-1 et seq. The secretary shall make and promulgate such rules and regulations, fee schedules not inconsistent with state law and fiscal policies and procedures as the secretary deems necessary for the proper administration of this chapter and to carry out the policy and purposes thereof.
