R.I. Gen. Laws § 45-48.1-3: Officers and employees of board.

(a) The chairperson of the board shall be selected by the majority vote of the members of the board. The board shall appoint a secretary and a treasurer who may or may not be members of the board.

(b) The board may from time to time hire, transfer or otherwise appoint or employ legal counsel, financial advisors and such other experts, engineers, agents, accountants, clerks, and other consultants and employees as it deems necessary and determine their duties.
