S.C. Code Ann. § 57-11-300: Form of bonds; time, place, and medium of payment.

State highway bonds shall be issued in such form, in such denominations, and with such provisions as to time, place, or places and medium of payment as may be determined by the State Fiscal Accountability Authority, subject to the provisions of this article.
