SDCL § 32-18-4: Towed vehicles exempt from all-wheel requirement.

Any vehicle being towed in driveaway or towaway operations need not be equipped with brakes acting on all wheels, provided the combination of vehicles is capable of complying with the performance requirements of §§ 32-18-8 and 32-18-9.
