Before establishing a principal place of business in this state, a person who is licensed by another state must request a certificate from the board. The board shall issue a certificate to any applicant who obtains, from the board of the other state, verification that the applicant's qualifications are comparable to the licensure requirements of this chapter, as determined by the board.
