SDCL § 9-10-12: City manager--Absence, disability, or suspension.

In case of the absence or disability of the manager or in case of suspension as provided in § 9-10-11, the governing body may designate a qualified administrative officer of the municipality to perform the duties of the manager during the absence, disability, or suspension.
