SDCL § 9-7-1: Composition and election of board--Qualifications of trustee--Change in number.

The board of trustees of a municipality consists of either three or five members elected at large. Each member must be a legal voter of the municipality in accordance with § 9-14-2. The number of trustees of a municipality may be increased to five or reduced to three in the manner prescribed by chapter 9-11.
