Tenn. Code Ann. § 49-11-708: Personnel

In order to carry out the purposes and functions of the community-based vocational rehabilitation services program, the department is authorized, with the approval of the appropriate state officials, to establish the appropriate positions and employ the personnel necessary to administer the program effectively and efficiently.
