Tenn. Code Ann. § 55-2-103: Powers and duties of commissioner generally - Rules and regulations

(a) The commissioner, in addition to all the powers and duties vested by law, is vested with the power and is charged with the duty of observing, administering and enforcing chapters 1-6 of this title.

(b) The commissioner is authorized to adopt and enforce rules and regulations necessary to carry out chapters 1-6 of this title.
