(a) The manager shall be responsible for the administration of the merit system. The manager shall: (1) With the advice of the personnel advisory board, develop, maintain, and apply suitable provisions for the classification of positions and for the recruitment, compensation, training, promotions and disciplinary and related aspects of personnel management; and (2) Develop and revise, as necessary, a comprehensive pay plan and personnel rules setting forth employment conditions. (b) The personnel advisory board shall review such plans and rules and proposed revisions thereof, and submit them to the council with recommendations for adoption.
