(a) The commissioner of agriculture by rule shall establish a procedure to settle a dispute between a claimant supplying agricultural chemicals or labor in the application, delivery, or preparation of agricultural chemicals and a debtor. The procedures must provide:
(1) a time requirement for submitting the dispute to the department;
(2) a time requirement within which a notice of the dispute must be submitted to each party; and
(3) a process for evaluating the dispute.
(b) Each party to the dispute is equally liable for the reasonable costs incurred by the department in carrying out this section.
