Tex. Finance Code § 96.160: STAY OF LIMITING ORDER.

Where this section sits in the code

(a) A limiting order may not be stayed pending a hearing unless the commissioner orders a stay.

(b) A final order may not be stayed pending judicial review unless the reviewing court orders a stay for good cause.
