(a) A contract for construction or purchase under this chapter involving the expenditure of more than $2,000 may be made only after advertising in the manner provided by Chapter 252, Local Government Code, or Subchapter C, Chapter 262, Local Government Code, as applicable.
(b) The provisions of Chapter 2253 relating to performance and payment bonds apply to construction contracts let by the issuer.
