- SUBCHAPTER A. CONTRACT PURCHASE PROCEDURE
(a) The comptroller or other state agency making the purchase shall reject a bid in which there is a material failure to comply with specification requirements.
(b) The comptroller or other state agency may reject all bids or parts of bids if the rejection serves the state's interest.
