In this chapter and Chapters 2155, 2156, and 2157, printing is considered to be performed for the state if the printing is done under contract for:
(1) the legislature, including either house of the legislature;
(2) a state department, board, or commission;
(3) a court;
(4) an officer or agent of the state; or
(5) the state.
