The executive commissioner shall adopt rules:
(1) in compliance with Chapter 2110 to govern the purpose, tasks, reporting requirements, and date of abolition of an advisory committee established under this subchapter; and
(2) related to an advisory committee's:
(A) size and quorum requirements;
(B) membership, including:
(i) member qualifications and any experience requirements;
(ii) required geographic representation;
(iii) appointment procedures; and
(iv) members' terms; and
(C) duty to comply with the requirements for open meetings under Chapter 551.
