(a) The commission shall identify state or federal non-Medicaid programs that provide health care services to individuals whose health care needs could be met by providing customized benefits through a system of care that is used under a Medicaid tailored benefit package implemented under Section 532.0351.
(b) If the commission determines it is feasible and to the extent permitted by federal and state law, the commission shall:
(1) provide the health care services for individuals described by Subsection (a) through the applicable Medicaid tailored benefit package; and
(2) if appropriate or necessary to provide the services as required by Subdivision (1), develop and implement a system of blended funding methodologies to provide the services in that manner.
