Tex. Government Code § 540.0658: PROVIDER INCENTIVES FOR PROMOTING PREVENTIVE SERVICES.

To the extent possible, the commission shall work to ensure that a Medicaid managed care organization provides payment incentives to a health care provider in the organization's provider network whose performance in promoting recipient use of preventive services exceeds minimum established standards.
