Tex. Health and Safety Code § 1001.034: INVESTIGATION OF DEPARTMENT.

The executive commissioner shall investigate the conduct of the work of the department. For that purpose, the executive commissioner shall have access at any time to all department books and records and may require an officer or employee of the department to furnish written or oral information.
