Tex. Health and Safety Code § 264.021: GENERAL POWERS.

Where this section sits in the code

(a) The authority has the power of perpetual succession.

(b) The authority may:

(1) have a seal;

(2) sue and be sued; and

(3) make, amend, and repeal its bylaws.
