The commissioner may adopt rules prohibiting specific individual accident and health insurance policy provisions not specifically authorized by statute that the commissioner determines are unjust, unfair, or unfairly discriminatory to:
(1) the policyholder;
(2) an insured under the policy; or
(3) a beneficiary.
