Tex. Insurance Code § 2054.151: PURPOSES OF COMPANY.

Where this section sits in the code

The company shall:

(1) serve as a competitive force in the marketplace;

(2) guarantee the availability of workers' compensation insurance in this state; and

(3) serve as an insurer of last resort as provided by Subchapter H.
