A risk retention group authorized to engage in business in this state under Subchapter C or D must participate on the same basis as a liability insurer holding a certificate of authority to engage in the business of insurance in this state in:
(1) the Texas Windstorm Insurance Association;
(2) joint underwriting associations;
(3) mandatory liability and assigned risk pools; and
(4) residual market facilities.
